Retail petroleum clients rely on ENSR for a full range of services:
- Program Management — Several petroleum companies retain ENSR in alliances to manage environmental services for retail and distribution assets over broad geographic areas. Services typically include due diligence, integrated site closure, and regulatory compliance—often tied to various state reimbursement fund programs. Single programs have included over 300 properties and an annual expenditure in the range of US$20 million. In these alliances, ENSR typically manages the overall program in close coordination with the client’s staff. These programs also facilitate development of “continuous improvement programs” that address a variety of strategic and tactical issues.
- Due Diligence — Major retail petroleum companies use ENSR extensively to perform environmental due diligence on large asset portfolios. ENSR has assisted clients to divest service stations on five continents, including projects with asset values well over US$3 billion. Projects range from single sites to portfolios of 100-plus properties. More than 95 percent of ENSR’s due diligence experts hold relevant professional licenses and certifications. Due diligence services at retail sites typically include record review, site investigation, historical research, construction inspection, and report preparation.
- Site Characterization and Risk Assessment — For retail petroleum clients, ENSR has performed environmental site and risk assessments in 46 countries worldwide. Services have included soil and groundwater sampling, installation of groundwater monitoring wells, aquifer testing, geotechnical testing, interpretation and reporting, and development of health and safety plans. ENSR has assessed potential risks at thousands of retail petroleum sites to enable remedial or other appropriate actions to be selected.
- Remediation and Regulatory Closure — Retail petroleum facilities face special regulatory challenges including: health and safety precautions, utility and subsurface conduit clearances, offsite impacts, vapor intrusion, and various miscellaneous disruptions to station operations. ENSR has designed, installed, and operated numerous remediation systems in gas stations throughout the world. Among others, these services have included UST removal, dewatering activities, soil excavation, groundwater extraction/treatment, soil vapor extraction, dual-phase extraction, bioventing, and air sparging. Always, our project managers focus on the efficient closure of environmental issues consistent with local regulatory guidance.
- Compliance Management — Built on years of service to major retail petroleum clients, ENSR has a vibrant EH&S practice to assist the retail petroleum industry with regulatory compliance. ENSR has developed regulatory compliance tools to support these operations, including: spill prevention, control, and countermeasure plans; stormwater management plans; integrated contingency plans; air, water, waste permits; and environmental compliance evaluations/audits. We have worked with several major oil companies to develop compliance programs for retail petroleum sites. In addition to identifying applicable federal, state, regional, and local regulations, ENSR has completed thousands of compliance assessments at retail stations. For one major’s operations in California, ENSR-developed compliance manuals were distributed to client personnel and owners/operators of retail operations.
