National Watershed Protection Program
In 2002, Research Triangle Institute (RTI) in North Carolina was awarded a contract with the U.S. Environmental Protection Agency to support their National Watershed Protection Program. ENSR is a major subcontractor to RTI in the execution of this contract. Under this contract, the Assessment and Watershed Protection Division of EPA is required to support States, Territories, and authorized Tribes in the development of methods to determine water quality, to identify impaired water bodies, and to advance the protection and restoration of the nation’s watersheds and water bodies through the use of point and non-point source pollution controls, water quality monitoring, and the development of tools for ecosystem restoration. This is contract includes support throughout the United States. The contract includes a base year and four option years with a total contract capacity in excess of $20M. Work to be accomplished under this contract includes:
- Technical support for Total Maximum Daily Load (TMDL) development and implementation;
- Technical, logistical and administrative support for water quality monitoring and assessments;
- Economic modeling, cost and benefit analysis;
- Development of technical guidance(s);
- Technical, logistical and administrative support for workshops and training on water quality technical and monitoring components;
- Point source and non-point source technical support and monitoring;
- Geographic information systems;
- Quality assurance requirements; and Peer reviews.

Scientific, Technical, Research, Engineering and Modeling Support (STREAMS)
This contract provides support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of air, land, and water, and to restore ecosystems and is managed by the Land Remediation and Pollution Control Division (LRPCD) of USEPA’s National Risk Management Research Laboratory (NRMRL) however, contract support is also available and encouraged for:
- Other NRMRL divisions,
- USEPA Programs such as the Superfund Innovative Technology (SITE) Program and the Environmental and Sustainable Technology Evaluation Program Element of the Environmental Technology Verification (ETV/ESTE) Program
- Other ORD laboratories and centers such as the National Homeland Security Research Center (NHSRC), and
- Other USEPA organizations, such as Regional and Program Offices, who conduct research projects that could be supported under the mandate of this contract.
Additionally, other programs supported by this contract include:
- Leaking Underground Storage Tanks (LUST) Program
- Oil Spills Program
- Brownfields Program
- Resource Conservation and Recovery Act (RCRA) Program, and the
- Toxic Substances Control Act (TSCA) Program
